One-line take-away. Indonesia's post-2016 macroprudential framework contains the downside of the global financial cycle but not the upside — the build-up of exposures during accommodation phases remains an open margin for policy design.

Abstract. Using a bank-year panel of all 97 Indonesian commercial banks (BUK) over 2002–2025 and a composite global financial cycle factor from five US financial-market series, this paper documents a slow-build credit response of +4.6 log points per one-standard-deviation cycle shock at the three-year horizon. The transmission intensifies roughly four-fold after 2016, coinciding with the Indonesian macroprudential consolidation. Ownership dominates size in the heterogeneity of the response. Episode event-studies of the Fed-hike 2022–23 window reveal an asymmetric pattern: the macroprudential framework contains the downside of the cycle but does not contain the upside.

Key findings — one glance

Four headline results

1. Three-year credit response: +4.6 log points per 1-SD GFC shock (p<0.01).
2. Simultaneous triad at h=3: credit ↑, NPL ↓ 25 bps, CAR ↓ 80 bps — asymmetric capital management.
3. Ownership dominates size in heterogeneity — D-SIB designation gap.
4. Operative shock is the BAA corporate credit spread, not equity-market volatility (VIX).
5. Post-2016 sensitivity is ~4× the pre-2014 magnitude.

The centrepiece anomaly

2008 GFC episode: credit −11.5 log points, NPL +1.22 pp — textbook contraction.
2022–23 Fed hike (525 bps, steepest since 1980s): credit +9.0 log points, NPL −1.29 pp — polar opposite.
The post-2016 macroprudential framework — LTV ratios, CCB, corporate FX hedging rule, KSSK crisis architecture (Law 9/2016) — contained the largest US tightening cycle since Volcker.
